About District

Karur District has a very long history and has been sung by many poets of Sangam period. In history, it has been the battle ground of various Tamil Kings like Chera, Chola, Pandya and Pallavas because of its strategic location. The district has a very rich and varied cultural heritage.

The name Karur may have derived its name from Karuvoor Thevar, one of nine devotees who sung Thiruvichaippa, a divine music. He is the single largest composer among the nine authors of Thiruvichaippa. He lived during the reign of the great Raja Raja Chola-I. In addition to the famous Siva temple, there is a Vishnu temple at Thiruvithuvakkodu, a suburb of Karur, sung by famous Kulasekara Alwar [7-8th century AD] who was the ruler of Kongu nadu. The same temple is presumably mentioned in epic Silappadikaram as Adaha maadam Ranganathar.

The DMF Trust is responsible for

  • Collection of DMFT fund to utilize the welfare of mine affected areas and mine affected people.
  • Contribution also from other sources.
  • The implementation of various welfare and developmental projects in mining affected areas of the district.
  • Minimizing/mitigating the adverse impacts, during and after mining, on the environment, health and socio-economic status of the people in mining areas of the District.
  • Ensuring long term sustainable livelihood for the affected people in mining areas.

The DMF Trust activities for the purpose

  • Receive, maintain, manage, release and utilize the funds accrued.
  • Plan, identify, design and undertake suitable welfare and developmental projects, following due procedure.
  • Monitor and coordinate with various executing agencies at field level for successful implementation of projects taken up under DMFT.
  • Ensure convergence with ongoing/existing schemes/projects of State and Central Government.
  • Identify and promote innovative solutions.
  • Ensure regular and swift redressal of grievances.
  • Coordinate with different State level and District level agencies and departments to ensure the timely and efficiently implementation of the projects.
DMFT & PMKKKY

District Mineral Foundations (DMF) is a trust, setup as non-profit body in all districts of Tamil Nadu, to work for the interest and benefit of persons and areas affected by mining related operations. It is funded through the contribution from miners.

They derive their legal status from section 9B of Mines and Minerals (Development and Regulation) Act, 1957 as amended on 26 March 2015 as Mines and Minerals (Development and Regulation) Amendment Act, 2015.

This amendment came into force from12 January 2015. The Government of Tamil Nadu Notification vide G.O. Ms. No. 57, Industries (MMD.1) 19th May 2017, enacted the Tamil Nadu District Mineral Foundation Rules, 2017 to establish District Mineral Foundation Trust in each district of the State as a non-profit body in the mining operation affected districts.

The Central Government has mandated the PMKKKY (Pradhan Mantri Khanij Kshetra Kalyan Yojana) to be implemented by the DMFs of respective districts using the funds accruing to the DMF.

Establishment:

District Mineral Foundation Trust is established by the State Government by notification as a trust or non-profit as perpetual body in the mining operation affected districts. Every mining lease holder contributes a fraction of Seigniorage Fee / Royalty, to the DMF as per rates prescribed by Central / State Governments. This fund is used for welfare of the people affected in the mining affected areas.

Objectives of DMF & PMKKKY

The object of the District Mineral Foundation is to work for the interest and benefit of persons, and areas affected by mining related operations in such manner as may be prescribed by the State Government

The Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY) are implemented by the DMF’s of the respective districts using the funds accruing to the DMF. The overall objective of PMKKKY scheme are-

  1. To implement various developmental and welfare projects/programs in mining affected areas, and these projects/programs will be complementing the existing ongoing schemes/projects of State and Central Government.
  2. To minimize/mitigate the adverse impacts, during and after mining, on the environment, health and socio-economics of people in mining districts.
  3. To ensure long-term sustainable livelihoods for the affected people in mining areas.
